The High Council
The High Council is the highest authority in Newhaven. Its members choose the Ruler, have a final veto on who serves on The General Council and are the final ‘court of appeal’ should one be needed. All Patents and Charters of Nobility need approval by the High Council, and through their representative, The Grand Commander of the Grand Order of Newhaven they control who is given Chivalric ranks as well.

The General Council oversees the day to day running of the country. At the moment all the high councillors hold office within the general council – although this is not a requirement.

The Great Council
The Great Council meets once or twice a year to review overall policy and to give the various leaders a chance to influence various policy and make a case for their own region.
It consists of all the members of The High Council, all the members of The General Council, all the Lords (Patent) and various other Lords and Mayors.
Local Council
Each village, town or city will appoint a Local Council to over see its affairs. This council will act to resolve local disputes, oversee markets, tax collection and other similar local responsibilities.
There are three mandatory positions on a Local Council.
The Leader: Either the local lord, his deputy or a mayor, who will oversee the day to day running of the community.
The Warden: The senior warden for the community, who is responsible for security and policing. The appointment must be approved by the High Warden of New Haven.
The Town Priest: Usually the priest from the most popular shrine, temple or cathedral in the town or village, who will represent the philosophy of the largest single religious group in the community. If there is any (serious) dispute, the people decide in a public meeting.
For a small town or village that will probably be enough to ensure that the community runs smoothly, especially as they can appoint deputies to carry out mundane tasks on their behalf. Larger towns and cities might choose to add more members to their Council.
Alderman: to take responsibility for trade and commerce. There could be more than one Alderman representing different trades or guilds
Councillor: To represent the will of the people. There could be more than one councillor representing different districts in the city.
Treasurer: to oversee the city’s finances.
